Can a steam shower ceiling be painted or does it have to be tiled?

Any material that is impervious to water and can hold up to the high heat and humidity.  You might be steaming at 110 degrees but remember the ceiling will be much hotter and the ceiling will accumulate moisture.  Heat rises.

I have a client for whom I am converting a regular shower to steam.  They refuse to tile the ceiling....what kind of seal could I use on the ceiling?  Is this recommended?

Tile, an acrylic panel, a cultured marble panel, etc. is preferred.
We would recommend speaking to a paint specialist to ensure they use a paint that is impervious to water, vapor, and high heat.  You wouldn't want fumes to develop from the heat nor have to repaint every 6 months or so.
I've been in commercial health club steam rooms that have painted concrete ceilings and inevitably the paint is peeling.
