Are Sauna rocks really needed in a heater?  I was out of town and stayed in a hotel with a sauna with almost no rocks in the heater.  It was pretty hot in there too.

Yes, Sauna Rocks are needed in a sauna heater.  It helps distribute and create a softer heat.
Also, putting a little water on the rocks helps create some steam for humidity.  You should not but water directly on the heaters elements/coils.
