Title: should I have a membrane in my steam room and what exactly is a membrane?

My contractors are in charge, however occasionally I have questions that are technically answered, and I am totally lost! So, here goes, should I have a membrane in my steam room and what exactly is a membrane? My main concern is that I do not want water escaping overtime causing me to spend more money. This project is already overbudget!
