I want to build a sauna room outside and in winter room will freeze.

Do I have to have a wood burning stove or can I heat it with electric heater?

The buildout of your sauna would be similar to that of a home.  Very well insulated and follow all codes.
As long as the sauna room is well insulated and electrical is all watertight and approved for an out building then you will be OK.
For the heater, electric is just fine.
You will need 220/240 electric for the heater and 110/120 for the controls and light fixtures.

Thank you for your up date on heater use!

I think the electrical option would be easier to use. I will start to research both for the room
